We work hard to keep our sizing consistent so our customer can be confident in our fit, but they are made by people and variances can occur. We set a commercial "tolerance" in production that factories can go a bit bigger or smaller than specified because items are made by hand and it is impossible. Sometimes we have to allow a little more tolerance when an item is made and can't be altered. When we accept these issues it is because we don't believe the customer will be adversely affected.
If you get a legging or two pack trouser where there is 2cm difference, this is not faulty. Only raise a ticket when there is a 3cm or more difference. Do not discount, do not split the pack.
